Subjects are added by invitation, with entries normally written autobiographically, and only removed from the publication upon death of the subject. The 1897 edition's preface claimed that it covered those whose "prominence is inherited, or depending on office, or the result of ability which singles them out from their fellows". For the first two parts, biographies are adding for all holders of titles of Peerage, MPs, judges, and certain levels of civil servant are always included.
