Will Marshall is one of the founders of the New Democrat movement, which aims to steer the US Democratic Party toward a centrist rather than a leftist orientation. He is currently the president of the Progressive Policy Institute, a think tank affiliated with the Democratic Leadership Council. Less known, he is one of the signatories of two statements made by the neoconservative think tank Project for the New American Century, one advocating the ousting of Saddam Hussein's regime in Iraq, the other advocating greater international cooperation in the postwar reconstruction of that country. Furthermore, he is listed on Rightweb's database of right-wing organizations and individuals, although Rightweb seems to regard anyone who has ever taken any conservative position as a right-winger. Additionally, neoconservatism has its roots in Cold War-era liberalism, so it is not surprising that a centrist such as Marshall would agree with neoconservative assertions.
