Kosovo

Walker served as the chief of the Organization for Security and Co-operation in Europe's Kosovo Verification Mission from 1998-1999. While there, he played a crucial role in bringing the Racak massacre of January 15, 1999, to public attention. He was subsequently accused by some of having exaggerated the events at Racak, [1] or perhaps even conspiring with the rebel Kosovo Liberation Army, but these allegations were dismissed by Walker. The BBC documentary Moral Combat, however, supports some of these allegations. It shows Walker lying about alleged contact made to Washington after witnessing the Racak massacre. While he denies, on film, any contact to superiors or US officials, the film shows both General Wesley Clark and Under-Secretary of State James Rubin confirming Walker called them both immediately after touring the site. The false denial has raised suspicison as to his integrity and motives for reporting, given his position in the KVM demanded independence and no political affiliation. Noam Chomsky addressed (and supports) these claims in his book, The New Military Humanism.
