Another story is that Winthrop Harbor is one of very few fire departments in the U.S. to have all of it's equipment painted white. White has been determined to be confusing to drivers when an emergency vehicle approaches as it appears as an ordinary vehicle. Many drivers associate fire vehicles as being red in color. The department has never owned nor operated vehicles other than white in color and has no plans to change.

Winthrop Harbor is also notorious for being a haven for racists.

Public Services

The Village of Winthrop Harbor has a full-time police department and a part-time fire department.

Police Department

The Winthrop Harbor Police Department's full-time officers are supplemented by part-time, sworn officers who provide the same level of protection. The department has grown from a small town police department to a complete department. The Winthrop Harbor Police department offers the following bureaus: Detectives, Sex Crimes Division, Communications, Bike Patrol, Helicopter Operations (Airborne Law Enforcement Division) and Evidence. The Airporne Law Enforcement Division, although it utilizes the name of the Village and uses the Village for communications, costs the Village no tax-payer dollars. The current Chief is Joel Brumlik.

Fire Department

The Winthrop Harbor Fire Department, founded in 1949, has grown from a small volunteer force to a 24-hour a day operation. Currently, part-time employees work overlapping shifts providing a crew 24-hours a day, 7 days a week. These 'on-duty' crews are supplemented with off-duty personnel who respond from home. They work with three engines, two ambulances one brush unit and a staff car. Through automatic aid agreements with the surrounding area, the Village receives optimal emergency service. In fact, the initial response to a house fire, including Winthrop Harbor's units, is 5 engines, 1 ladder truck, 1 ambulance and three to four chiefs. This exceeds the requirements of the federal government. The Winthrop Harbor Fire Department received USFA/FEMA grants three years in a row. These grants allowed the department to purchase Airpaks, communications equipment and protective gear. In 2006, during a power struggle, Mayor Joe Leech forced the retirement of Chief Michael Stried. Neil Wollert, a native of Winthrop Harbor, was installed as Chief. This progressive department continues to grow under the leadership of Chief Wollert and his staff.
