The Worker Rights Consortium (WRC) is a fair labor monitoring body that oversees the production of collegiate apparel. The WRC was founded by members of United Students Against Sweatshops, university administrators, manufacturing and labor experts. As of 2006 over 160 colleges and universities pay membership dues to the WRC. Four high schools are affiliated as well, including Brattleboro Union High School (Vermont), Oak Park and River Forest High School (Illinois), Jefferson County Open School (Colorado) and Ontario Catholic School Board Affiliate (Ontario). Once a school affiliates with the group, they pass a Code of Conduct, which typically includes provisions against child labor, indentured labor, and discrimination of any kind. For annual affiliation dues, the WRC sends representatives to facilities in third-world countries where clothes are actually being produced. They can then interview workers and examine working conditions firsthand, in order to ensure that the code of conduct passed by the school is being upheld. The WRC then makes annual, public reports on the working conditions in the facilities. When a factory is found to not be upholding the code of conduct, they are usually threatened with contract termination. However, as of 2005, only two universities have had to make this threat.
