Xiao He (蕭何) was a key figure in Liu Bang's rise to power after the fall of the Qin Dynasty.He remained loyal to Liu Bang throughout his life and later became prime minister of the Han Dynasty. He was born in the same place, Pei County, Jiangsu Province, as Liu Bang.
He was instrumental in recruiting the disgruntled Han Xin away from Xiang Yu towards Liu Bang's cause; he was also instrumental in orchestrating Han Xin's death. According to legend, Xiao He went to extraordinary lengthes to pursue and convince Han Xin to join Liu Bang's cause. The description of this event was later made into a famous opera during the Yuan Dynasty.
Xiao was naturally named Chancellor, and Liu publicly praised him as one of the three pillars of his victory, along with Han Xin and Zhang Liang.
In 200 BC, Xiao constructed Weiyang Palace for Emperor Gao in the capital Chang'an, and the palace would serve as the main imperial palace throughout the Western Han Dynasty and the temporary Xin Dynasty (to 23).
Xiao saw that Chang'an was becoming congested, and that the imperial garden was full of uncultivated land, and he suggested that parts of the imperial garden be carved out and be given to farmers as farmland.
Xiao was born on 27 January 1910 in Beijing, China.
Xiao was politically active at the time and gave regular talks for the 'China Campaign Committee', a left-wing group which campaigned on behalf of China, against the Japanese occupation in China.
In 1999, Xiao Qian, at the age of ninety, died of myocardial infarction and renal failure in Beijing.
