In December of 2002, a Russian court tried Russian Colonel Yuri Budanov on war crimes charges. He was accused of kidnapping, raping (an unsubstantiated allegation later withdrawn by the prosecution) and murdering Elza Kungayeva, an 18-year-old Chechen woman whom Budanov claims was an accomplice of Chechen rebels who were responsible for killing several of the men under his command. In a controversial decision, he was initially found not guilty by reason of insanity on December 31, 2002 and committed to a psychiatric hospital for further evaluation and treatment. Later this decision was overturned. He was serving a ten year sentence in Ulyanovsk Oblast until President Putin pardoned him. 2002 is a common year starting on Tuesday of the Gregorian calendar. ... According to Izvestiya’s Stroiteleva, “In its determination, the court ruled that Yuri Budanov could not bear criminal responsibility for the March 2000 murder of Elza Kungaeva because he was unable to appreciate fully the consequences and the social character of his actions.
As regards the article on exceeding one’s authority (Budanov was charged in the beating of a subordinate), the court ruled that he is also not criminally responsible because the court recognized that by March 2000, the colonel was already not fit for the military.
“Budanov for President” was the sarcastic headline in the reformist Novye Izestiya on Dec. 17.
