The attack destroyed a regional pro-Moscow administration building in Znamenskoye and severely damaged the local office of the FSB, which is in overall charge of the campaign in Chechnya.
Znamenskoye is the center of Chechnya's Nadterechny region.
It would seem from the brutality of the rebel truck-bombing in Znamenskoye, which was performed with very little concern for innocent, civilian Chechen lives, that it was planned not only as an attack on the FSB, but also as collective punishment for the pro-Moscow Chechens.
What has happened in Znamenskoye leads MSF to believe that this pattern of so-called ‘voluntary’ return will repeat itself elsewhere in the Caucacus region, where another estimated 180,000 displaced have moved in order to escape the violence in Chechnya, where bombings, shootings, arbitrary arrests and torture are routine.
The camp in Znamenskoye, which used to be home to 2,200 displaced people, had tents torn down and latrines shut during its last weeks.
