There is a distinction between governments having foreign aid programs and individuals contributing their own funds to good causes. To me it is questionable whether mandatory government collection of funds from individuals for redistribution to other nations can honestly be called "generosity".

Intentions-focused pap. In 1993 the US and Europe were comparable economically, and in 2006 the US has shot ahead. Europe's donations may hurt them more, but they give less and it's their fault. They chose socialism, and now they have less to give. This is just another way to avoid results and instead look at "intentions".

If the "forced" contributions to the UN (49%) that the US gives up were factored in here, we'd be far and away the most generous. Who gave more during the Tsunami (money, aid, ships, planes, troops, etc)? Uncle Sam.
