This table includes the Isle of Man among those territories having 0% arable land. The relevant statistics for the island are provided in the annual Digest of Economic and Social Statistics published by its Government. According to the 2005 edition,in 2004 the area of land devoted to arable use was 10%.

Apart from the Isle of Man (see previous comment), the "zero percent arable" figure is clearly incorrect in the case of Kiribati, Jersey and the West Bank (Palestine), and probably so in the case of Anguilla, Djibouti, Nauru, Norfolk Island and Tokelau. It appears that your source, the CIA, is confusing "zero" with "unknown".
