I am quite sure that Germany's unemployment rate is around 10 to 11%. Where do those 7.7% come from? From another aera? Ok, no kidding any more: is this an old value or do you establish it differently?

Actually, this data was actually for 2000-2002.
Look at the bottom of table:
"DEFINITION: Unemployed as proportion of the total labour force. Data for 2000-2002. "
