DEFINITION: The Collective Political Violence (CPV) scale reflects general, ordinal levels of state, non-state, and communal group violence within a particular country during the 1990s. The scale also reflects whether the episode(s) of collective political violence resulted in an excessive targeting of civilians. The term “excessive targeting of civilians focuses on the deliberate and systematic use of violence against non-combatant populations in situations of political conflict by either state or non-state actor groups that can be considered in excess of the general suffering of civilian populations that is associated with warfare.
