It is now commonplace for flagrant violation of posse comitatus in the US, with military performing police duties on the streets of Amerika. So I would guess the true number for the US would put it at the top of the chart. We are under total tyranny.

Italy in 5th place? Depending on the use the governement want to give to the police, it can be a very good o very bad thing...
It means that there are more than 300,000 police in a country of 60,000,000 people, a Police State...

I did a little research into you question Jack.
According to the Bureau of Justice Statistics,( http://www.ojp.usdoj.gov/bjs/lawenf.htm) in 2004 there were 836,787 sworn police officers in the United States Federal, State, County, and Local. This number excludes Part-Time or Reserve Police Officers.

According to Fact Monster, (http://www.factmonster.com/ipka/A0004986.html), the US Census Bureau estimated the US population in 2004 to be 293,655,404.

This means that the US police per capita, per 1,000 people, is (836,787/293,655,404)*1000 = 2.849554

This places us at 22 on the list moving South Africa down to 23 and so on.
