Hmm, there's a lot of people who know how to speak English in Serbia. If i could add an estimated % it would be atleast 5-10/100

I query the qualification for this question as the result for Ireland makes no sense to me at all, and the figures for the Virgin Islands and Barbados seem a bit low too.

Yes, I doubt the figures greatly. Only half of Canada speaks English? No way. The only way I can see these numbers making sense is if they're for the number of ~native~ English speakers, in which case that fact should be noted.
