I think the first couple of countries may not have the highest, it's just that the efficiency is their system is higher.

Looks like the countries with the highest rate of drug offences are also those with low murder rates. Does that mean that the police in those countries have more opportunity to deal with drug crime that those in countries where "serious" crime is much more common?

Or perhaps, the percieved hih rate of drug crime is simply because these countries have a much lower tolerance for drug offences. eg Marijuana, which is either legal or ignored in many other countries.
