Hi JDAM, the statistics are taken from SIPRI (Stockholm International Peace Research Institute). 2005. SIPRI Arms Transfers. Database. February. Stockholm.

You can check their website here for their measuring criteria;

http://www.sipri.org/contents/milap/milex/mex_database1.html

The UN Human Development Report also quotes these figures. Go here to see: http://hdr.undp.org/statistics/data/indicators.cfm?x=222&y=1&z=1

Remeber you can stop by the NationMaster forums for information and help regarding statistics too :)
