The consumption of tourists is excluded for countries with more tourists per year than resident population.

“Unrecorded alcohol” is not taxed and is outside of governmental control. It includes alcohol that is homemade (legally or illegally), smuggled or obtained through cross-border shopping. Ten european countries top the list, all located at the East of the continent, with the exception of Greece.
