In the first season, Artha competes in street racing events with his dragon "Beau", and fights as the hero of legend, the "Dragon Booster" against Word Paynn's attempts to capture the legendary dragon. The second season continues this continuity, further developing the main characters and expanding the cast of side characters. By the third season, the series adopts a new focus as an annual racing competition sponsored by the city's prestigious Dragon Racing Academy begins, with the prize being admittance into the Academy. Artha and Moordryd become fierce rivals fighting for the lead position, while a new antagonist called Armeggaddon mentors Moordryd from the sidelines.

Throughout the series, Artha competes as a street racer in the city's "All-City" racing circuit atop his dragon Beau, with his younger brother Lance and best friends Parmon and Kitt supporting him as members of the "Penn Stables" racing crew. And as the Dragon Booster, Artha is mentored by a dragon priest named Mortis, and he fights crime within the city as well as countering plans by Word Paynn to incite a new war between humans and dragons, often by trying to capture or control Artha's legendary dragon.
Beau Artha's dragon, Beaucephalis (nicknamed "Beau") is a quadropedal dragon bred by Artha's father. Beau appears black with gold markings, and possesses the legendary gold element, which often makes him the target of Woord Paynn's ambitions. Because of this, early in the series Beau changes his normal body color from black and gold to red and blue, to disguise himself as a normal dragon and avoid drawing unwanted attention. Throughout the series, Beau reveals his true colors and power as the dragon of legend only when Artha transforms into the Dragon Booster.
Lance Penn Artha's younger brother, Lance enjoys candy and playing video games, and greatly admires his older brother's racing. Lance rides a blue dragon named Fracshun, but is not an experienced racer himself, and is content to provide support from the sidelines along with Parmon. Even so, Lance's small size and agility prove invaluable several times throughout the series. Given the status of the other Penn Racing Crew members as future Boosters, it seems likely that Lance will be come the Energy Booster (the blue-influenced Booster so named by the show's creators). Kitt Wann One of the most experienced and known All-City racers, Kitt is initially a solitary racer but quickly becomes friends with Artha, and eventually becomes part of the Penn racing crew. Kitt is temperamental, but protective of her friends. As a racer, Kitt rides a bipedal red dragon named Wyldfyr (m). Cain is loyal to the Dragon Eyes and rather smart, but at times his cowardice and ridiculous phobias gets the better of him and he ends up retreating instead of helping the rest of the Dragon Eyes fight. Like Kitt, he's rather sarcastic and cynical. He loves to get under Moordryd's skin by taunting him and making dry remarks. As much of a good Dragon Eye as Cain is, he is somewhat of a coward, but enjoys tormenting members of the Penn Racing Crew. He'll joke around when he's bothering them, and that is his weakness. (Like in Episode 32 "When Opposites Attract", when He captured Lance, but Lance stepped on his foot.) The muscular Cain has a tattoo of the Dragon Eye crew symbol on his forehead and has dark dreadlocks and gold-brown eyes. He wears a dull-colored gray and maroon outfit, not concealing much of the top besides a few straps. Like Parm, his skin tone is darker, and he is 17 years old and 5'10" tall. Pyrrah is one to be reckoned with. She is rather fair and does not play dirty, sometimes being temperamental, but thus far, most of the times we have seen Pyrrah, she is unwittingly being used by Word Paynn in one way or another (in "Into the Fire", Word takes control of her with a black mind control pod to try and seize Artha Penn's dragon). As a result, we have yet to see what her "true colors" are and whether she is friend, foe, or neutral to the Dragon Booster's cause. Stewardd is stealthy and skillful at sneaking around and hiding, making it nearly impossible to catch him unless he slows down. Like Parm, he tinkers around with gear and can invent new devices, gadgets, objects and items that come in handy when needed. For example, he was the one who created Dragon Booster's Jakk-Stick out of a blocking staff and Word's Jakk-Boxes. He seems to carry equipment helpful for escaping wherever he goes, and he tends to be extremely unsettled at the slightest hint of trouble, speaking hasty words that you can hardly make out. He was once controlled by Propheci. Stewardd and the Keepers are not part of the Council of Twelve. It is then that Propheci decides to work together with humans and dragons, but Reepyr stays under Propheci’s influence. Reepyr acts rather troubled, and will stop at nothing to cease the dangerous orange dragons from gaining control of Dragon City. Due to the nature of the Prophets Crew and the recent infighting among them, Reepyr and his crew have no representation on the Council of Twelve. Recently Reepyr has had some success uniting his crew and has imprisoned Propheci. Reepyr has rather greenish skin, red hair and dark-colored eyes, and wears an orange suit. Wulph Wulph is the authoritative leader of the Army of the Dragon Crew and their representation on the Council of Twelve. Wulph tends to dislike his opinions and suggestions being criticized and/or taken for granted, especially when other people try influencing him to change his decisions. At times, he tends to take situations that don't concern him into his hands, and usually sends tracking dragons after those unsuspecting to it. Before, he worked for Word Paynn, but now it seems only an interesting prospect will sway him back, as now his crew works and thinks for themselves. He is good at certain things, like working in teams, but he is not a great racer, as he is often the first eliminated in races to get into Academy, as seen in Season Three. In addition he often sides with Moordryd in his attempts to divide the Council against itself. Wulph has lime green hair and indigo eyes, with a scar across his right eye. His outfit is purple and gold, and he is 5'5" tall and 17 years old. His name seems to be a play-on pun of the animal wolf.
Vociferous Vociferous is the sly, smooth-taking leader of the distrustful Voice of the Dragon Crew and their representaion on the Council of Twelve. At times, he will assume the identity of a director. Like Moordryd and his Dragon Eyes, Vociferous and his Voices will use deceptive tactics, but to blind others instead of rousing a high level of suspicion. He works together with Spynn, a female lieutenant of the Voices (and at some times, behind the camera). His dragon is Swavvy, but her appearance isn't really confirmed. For example, in episode 20, "Artha the Drac", and episode 24, "The Mechanist", Vociferous is shown riding a Bull-Class-like dragon with light green coloring. But in episode 33, "The Defiants", and episode 37 "Cain's Mutiny", he is shown riding a dark turquoise colored dragon with a body similar to that of a Nautilus-class dragon. Vociferous loves to fool around and have his fun by making people humiliate and embarrass themselves. His deception and manipulation have slipped around without much suspicion, and he takes advantage of a situation whenever he has the chance. He is quick-witted, but is impatient and incompetent, therefore leading to problems in both physical and social skills. He fights with a mag-staff and is skilled in acrobatics. On the many occasions that Moordryd manages to divide the council against itself, Vociferous has sided with him. Vociferous seems to like setting new fashion trends with his turquoise and blue clothes, and has a bit of an elfish look to him. He has spiky pink hair and green eyes, and his height and age are unknown. (He seems to be as tall as Parm, however, this shows in an episode where Artha's height differs from Parm’s. He tends to act slightly more mature than Artha or Moordryd, so he may be older than 16.) His name is from a play-off of the word vociferous, meaning "a loud or noisy cry; talkative, vocal".

Armeggaddon chooses Moordryd to be "The One" to defeat the Dragon Booster, and presents him with a black draconium amulet, similar to the symbol of the Dragon Eyes. It is believed that he himself is the amulet, since he speaks through it to Moordryd. Armeggaddon is similar to Mortis, and teaches Moordryd the ancient ways of power. Armeggaddon was the Emperor or leader of the Black Dragon Eye Empire 3000 years ago and intends to give that honor to his student Moordryd Paynn (Shadow Booster). At first, Armeggaddon was nothing more than shadow, and his fiery, non-human eyes were his only trait. His race is unknown. He was revealed in episode 33, "The Defiants" wearing Dragon armour with long pointed head gear, and large curved spikes coming from his back. His mouth is also visible, suggesting he is human. He faces Word Paynn as Drakkus and tells him his love for his son is his weakness. Also, Moordryd betrays Armeggadon when he joins dragon booster, Drakkus who is actually Word Paynn, Mortis and fought the eight pure black draconium dragons of Armeggadon. After suffering betrayal from Shadow Booster, Armeggaddon realises his mistake and prepares to resurrect the League of Eight by finding the bonemarks of the eight dragons. Armeggadon, being from 3000 years ago, knows of ALL of the possible Mag Claw moves, including Mag Fury, a Mag Tornado (it's real name is unknown), and many others. However, he was beaten by Parmon in episode 36 "Professor Stubborn", when Parm used a combination of gear to redirect his Mag energy back toward him. He makes a reference the famous line by Optimus Prime to the transformers movie when battling the Drakkus and Mortis stating "One shall stand. Two shall fall". (Also making a reference to the fact that Mortis does have the same voice actor as Optimus Prime, from Beast Wars/Machines and Transformers Armada/Energon/Cybertron)
Sentrus The sophisticated and devious Academy scout Sentrus chooses racers for the Elite Racing Academy. She takes an interest those who show intimate and astounding skills, and not only with racing methods alone, but with a racer's other techniques, such as gear choice and advanced knowledge. Sentrus craves highly experienced racers who have proven their spot in the Racing Academy, and at times will bring up challenges to thicken the tension between racers. Sentrus has white hair and grey eyes, and wears a cyan dress. Her height and age are unknown (though she is rather tall). Due to Sentrus' appearance similarities between Word and Moordryd, many fans speculate her to be Zulay Paynn. However, since Sentrus nor Word or Moordryd appear to know each other, this may not be true.
