Milky Way/Star Cluster Federation The Federation was the primary government of the known galaxy prior to the Deus outbreak. Originally known as the Star Cluster Federation. It was involved in an Interstellar War, perhaps with the immigrant/pilgramage fleet over the control of Neo Jerusalem and Project Zohar, approximately twenty-five years before the Eldridge incident. It is also possible that the Federation suffered civil war, hence the term "Interstellar" War. The status of the Federation remains uncertain as of the start of Xenogears. It is quite possible that the Star Cluster/Galaxy Federation is the same as the one seen in Xenosaga. Perfeft Works translation also calls it the Milky Way Federation. Immigrant/Pilgramage Fleet The fleet that discovered the current galactic capital, Neo Jerusalem. Like Ormus in Xenosaga, this organization worshipped an ancient religion. This faction supposedly had control over the Magnetic Abnormal Matter technology, which fell into the hands of the Star Cluster Federation. There is a possibility that the Pilgramage Fleet played a role in the Intersteller War.
National Institution The Federation organization that may have had control over Project Zohar and the creation of Deus. The organization mainly specialized in expansion and criminal issues.
4000 Years Ago - Zeboim Era Ravine An anti-government rebel and terrorist faction during the Zeboim era. Ravine was openly against Zeboim When they bombed the Central Power Plant in the Zeboim capital, Kim Kasim's patient died from the loss of power. He was eventually forced to join Ravine in order to keep his nanotechnology research intact. The faction was destroyed by Miang and the nuclear war that destroyed the entire Zeboim civlization. Zeboim A massive civilization that existed 4,000 years before the game's events. The Zeboim were a technologically advanced civilization that had mastered nanotechnology, but the population was dwindling due to genetic decay. In order to restart the human race to provide better material for Deus, the Gazel Ministry started a nuclear war that destroyed over 90% of the planet's population. Aveh was losing the war with Kislev until the Gebler military force from Solaris began assisting Aveh with military support. "Ethos" Society A monastic sect dedicated to the collection and preservation of knowledge and technology, they are the main source of maintenance for the world's Gears. They exist in all countries, and are a strong influence in each government. The Ethos are responsible for organizing the Kislev Battling competitions, and for regular extermination of the Wels monsters. A priest in the Ethos Society is known as an "Etone." Unfortunately, the Ethos were merely a front for Solaris. Like Gebler, Ethos' primarily function was to control the people via faith and manipulate the events to ensure that -Project Noah- and other Solaris operations were running smoothly. Billy Lee Black was once an "Etone" in the Ethos Society, until he learned the shocking truth of the organization from the manipulative and ruthless Bishop Stone, and the underground computer banks in the Ethos Headquarters. Gebler The special military force of Solaris used to conduct operations on the ground. Gebler also assisted the Ethos Society in manipulating the Ignas conflict. Its leader was originally Vanderkaum, but Ramsus and the Elements quickly took over ground operations. Elly was an elite member of the Aveh branch of Gebler, and was the leader of the mission to recover the Weltall. Gebler could be considered to be the Testament of Xenogears, for they carry out the physical aspects of Solaris' manipulation, while the Ethos control the faith and mindset of the world. Kislev A sprawling empire on the continent of Ignas. Kislev is in the northern part of the continent. It was founded around five hundred years before the main events in Xenogears, immediately after the war with Solaris and the Diabolos threat. Kislev has been at war with neighboring Aveh for hundreds of years but has currently gained the upper hand in the war due to better resources found in the ruins within Kislev's borders. The Kislev border is heavily guarded and extremely close to the Kislev capital. The capital city of Kislev is the metropolis of Nortune, one of the largest cities on the planet. Nortune was destroyed by the massive Ft. Hurricane just prior to the end of Krelian's Project Noah. Its leader, the fair and talented Kaiser Sigmund, has connections to both Gebler and the Ethos, thus proving that Solaris has both Kislev and Aveh under control. Kislev is also an industrial machine, complete with gear factories carved into the side of the northern mountain chain. Kislev also controls a transforming Super Gear called the Yggdrasil IV. Nisan Nisan is the third major country of Ignas, located on an island in a meteor crater lake on a large island immediately northwest of the Ignas mainland. Traditionally a peaceful and religious country, all the historic queens of Aveh were also called the Holy Mother of the Nisan religious sect. 500 years before the start of Xenogears, Nisan was a colony of the Nimrod nation, founded by Sophia and Krelian. Lacan and Sophia lived in Nisan 500 years before the start of Xenogears. There is also a large underground evacuation facility, complete with Bart's Omnigear. Nisan continues to be allied with Shevat against Solaris, although all out hostilities between these nations has remained smallscale. Although Nisan was originally neutral in the Aveh/Kislev war, the appearance of Shakhan and the repeated attacks and kidnappings of Nisan officials forced Nisan to join with Bart Fatima against the desert nation. Shevat An airborne, mobile nation originally constructed from salvaged Babel Tower and Zeboim material, Shevat was the primary enemy of Solaris. The capital of the floating country was the beautiful city of Aphel Aura. A shield protects the mobile civilization from most threats, but it was not difficult for Solaris gears to penetrate and destroy the generators. Luckily, there were a series of emergency shafts and stairways to both Maria Balthasar and Elly's Omnigears. The citizens of Shevat are primarily ancient descendants of Solaris, Zeboim, and many land dwelling nations. Shevat also serves as a sanctuary for demi humans and those against the global hostilities. Most of the technology from Shevat comes from that of the ancient Zeboim civlization, and the remains of the Babel Tower section of the Eldridge. It is also possible that Shevat obtained its mobile technology from the first war against Solaris, when Shevat was nearly destroyed. 500 years before Xenogears, Shevat was also the enemy of Solaris, along with Nisan and Nimrod. During Xenogears, Shevat aides Nisan again by going to war with Solaris. The main reason why Solaris and Shevat are enemies is that Shevat respects and shelters the Lambs, while Solaris uses them for scientific research and slavery. Furthermore, the Chu-Chu species, human empaths, and perhaps even Ether originated from Solaris. Unfortunately, except for a pair of Omnigears and the Excalibur II, Shevat's military structure was severely crippled by Solaris' constant attacks on the mobile city just prior to the events in Xenogears. During the resurrection of Deus, Shevat was destroyed, and its remnants crashed near the south pole. However, most of the population, including Queen Zephyr and her Sage advisors, survived.
