Villains

  • NegaDuck (I) (Jim Cummings) - The physical manifestation of Darkwing's evil side (whose molecular structure was composed entirely of "negatrons"). This NegaDuck only appeared in a single episode, as he was created and later neutralized by Megavolt's tron-splitter device. Before his destruction, this incarnation was given hyper-destructive superpowers by being galvanized by the same device.
  • The Fearsome Five (a comedic take of Spider-Man's Sinister Six):
    • NegaDuck (II) (Jim Cummings) - Darkwing Duck's Arch-Rival is actually a version of Darkwing Duck from an alternate dimension, the Negaverse. This is the second character to use the name. He is the de facto leader of the Fearsome Five, and unlike most of its members, he is highly intelligent. His characterization does not appear to specifically parody anyone, though being an evil twin in altered clothes may be a rather loose homage to DC Comics' Bizarro and Zoom , and his psychotic, violent attitude is similar to that of Spider-Man villain Carnage. Interestingly, despite being an alternate reality version of Darkwing, he seems to have no knowledge of Darkwing's alterego. Naturally, Negaduck wishes to be public enemy number one.
    • Megavolt (Dan Castellaneta) - A rat that is able to absorb and manipulate electricity, using it as both a weapon and a sustaining life force. Resembles the Marvel Comics' character Electro.
    • Dr. Reginald Bushroot (Tino Insana) - Formerly a duck, now half-plant half-duck; he is able to control plant life. Closely resembles the DC Comics' villains the Floronic Man and Poison Ivy, with additional influences from Swamp Thing.
      • Spike - Bushroot's pet/assistant, a large carnivorous plant loosely resembling a venus flytrap with a shaggy mop of orange hair. He behaves much in the manner of a dog, to the point that he likes playing fetch.
      • Posey - A "vampire potato," originally intended to be a wife for Bushroot. However due to Spike handing him the wrong ingredients, Bushroot accidentally creates a gigantic potato that feeds on the blood of non-plants. Victims of Posey become zombified couch potatoes, doing nothing but sitting in front of the TV and eating potato-based food products. She appears in (and is destroyed) the episode Night of the Living Spud.
    • Quackerjack (Michael Bell) - A vicious jester with a weird obsession for toys. Probably inspired by DC Comics' Joker and Toyman. His frequent dialogs with a puppet called Mr. Banana Brain also resemble those of DC Comics' Ventriloquist.
      • Mr. Banana Brain - A banana-headed doll that Quackerjack seems to always have with him. Not really a character, but the closest thing he has to a recurring sidekick.
      • Teddy - A robotic and malicious little teddy bear that served as Quackerjack's bodyguard and henchman for one episode.
    • The Liquidator (Jack Angel) - Formerly a dog named Bud Flood (a crooked salesman for bottled water), now a watery villain whose dialogue is usually patterned after advertising slogans. His origin is partly inspired by the origin of DC comic's the Joker in The Killing Joke by Alan Moore. Possibly inspired by Marvel Comics' Hydro-Man.
      • Liquidator's Girls - A pair of women who appear with Liquidator in his origin episode, Dry Hard. They were originally spokesmodels for his bottled water company and dressed in a variety of gaudy outfits and sang catchy jingles pertaining to anything Liquidator/Flood said.
  • F.O.W.L.
    • Steelbeak (Rob Paulsen) - A rooster; he is a smooth-talking and slick Brooklyn-accented villain who has a metal set of jaws, possibly a James Bond reference, and is a top F.O.W.L. agent. Due to his ruthlessness and intelligence, he is one of Darkwing's most dangerous enemies.
    • Ammonia Pine (Trudy Libosan) - An agent of F.O.W.L.; she is obsessed with cleaning things and constantly makes advances towards Steelbeak.
    • Ample Grime - An agent of F.O.W.L. obsessed with dirt, and sister of Ammonia Pine.
    • Major Synapse (John Stephenson) - An agent of F.O.W.L.; a tough and strict military man who is in charge of F.O.W.L.'s new (and drastically underfunded) "psychic division."
    • Hotshot and Flygirl - A pair of dimwitted, laid-back hippies who assist Major Synapse and gain psychic abilities from the Norma Ray.
  • Professor Moliarty (Jim Cummings) - A mushy-voiced mole who schemes to put the surface world into an eternal darkness; his name is a reference to James Moriarty, Sherlock Holmes' nemesis. Possibly inspired by the Marvel Comics character Mole Man.
  • Tuskerninni (Kenneth Mars) - A walrus and an ego-driven but failed Hollywood film director whose schemes are built around films, and travels with a cadre of silent yet efficient penguin sidekicks. His name is a reference to famed conductor Arturo Toscanini, though the resemblance ends there. Possibly inspired by Marvel Comics' Mysterio, or DC Comics' The Penguin.
  • Splatter Phoenix - A duck who fancies herself a modern artist; she is capable of using a paintbrush to create and modify things in the real world.
  • Taurus Bulba (Tim Curry) - A bull; Darkwing's strongest, most ruthless enemy. Taurus has only appeared in three episodes: Darkly Dawns the Duck parts 1 and 2, and Steerminator, which sees Bulba revived by F.O.W.L. as a cyborg. His name is a spoof of Taras Bulba, the title character of a novel by Nikolai Gogol about 16th century Cossacks.
  • Dr. Fossil (Barry Gordon) - A pterodactyl; the creator of Steggmutt. Resembles the Marvel Comics character Sauron.
  • Jambalaya Jake (Michael Gough) - A good-ol-boy with a bad attitude. With his pet gator, Gumbo, they make up the "Bayou Bullies", but Gator seems to be more intelligent than his "master". Jake also has a grandmother who makes various potions to help Jake with his crimes.
  • Jock Newbody (Hamilton Camp) - An aging bodybuilder who owns the Hale and Hearty Health Resort seeks to extend his life by creating his own Fountain of Youth. He manages to achieve this dream and age-regresses into his younger, fit self to do battle with Darkwing.
    • Slim and Flex - Newbody's two henchmen who double as trainers at the health resort.
  • Paddywhack (Phil Hartman) - Only appeared in one episode, The Haunting of Mr. Banana Brain; an ancient spirit that is held in an old jack-in-the-box. He feeds on the misery of others, and can possess inanimate objects. He can also suck people into the box's strange alternate reality. His name and character might be a spoof of Pennywise.
  • Dr. Slug - frequently mentioned as a ruthless villain and being public enemy number one, but never appears in an episode in any major capacity. His rank at the top of the public enemy list has been used by Darkwing to taunt NegaDuck.
  • Dr. Anna Matronic - Inventor of the Silly Signal, originally built to make her Muttmatics smarter, but instead, it made them act silly. She used this weapon on S.H.U.S.H. agents to make them act like twits in the storybook The Silly Canine Caper. Anna Matronic was originally intended for an actual episode of the show which was abandoned for unknown reasons; she does, however, make a cameo appearance in In Like Blunt. She is also prominently featured in a comic story published by Marvel Comics, but for some reason, instead of a female duck as she was originally designed, she appears in the comic story as a human. Her name is a pun on animatronic.
  • Phineas Sharp (Jonathan Harris) - Appearing in the episode "In Like Blunt". Sharp, a vulture, is the most evil villain in the history of S.H.U.S.H. It took super spy Derek Blunt to defeat him. He soon returns for revenge, stealing a list of S.H.U.S.H.'s agents and trying to sell it off to the highest bidder.
    • Horatio - Sharp's short assistant, a falcon.
  • "The King" - An Elvis impersonator who took over St. Canard after Darkwing and Gosalyn accidentally went back in time and changed events so that Drake's younger self joined the King's gang and helped rob a music store, starting him down the road to crime. Appears in the episode Paraducks.
    • Lamont - The King's younger brother, a schoolmate of a young Drake Mallard who often bullied him. As an adult in the changed future he was a member of his sibling's gang alongside Drake.
  • Wacko - Appearing in the episode When Aliens Collide, Wacko crashlands in St. Canard aboard a pickle-shaped spaceship and appears as a small, cute, harmless creature when in fact he is an escaped lunatic out to destroy the universe with deadly weapons called "seismo spheres" (which Tank mistakes for jawbreakers). Wacko has the ability to alter his body structure and become bigger by stretching himself, but an inhibitor collar prevents him from doing so... at least until Gosalyn and Honker remove it.

  • Fluffy - The Evil Feline Genius; having been granted genius-level intelligence as a result of S.H.U.S.H.'s various experiments, Fluffy desires to turn St. Canard into his own kingdom of cats. Fluffy is especially proud of the homemade battlesuit he made out of old tuna cans.
  • Mondo - The Mad Mask Misappropriator; a big-shot hunter whose lifelong goal is to unmask every superhero in the world. He has a massive collection of masks from all the superheroes that he, according to Darkwing, "shamed out of the superhero business."
  • Solego, the Chaos God - A saurian sorcerer with nearly unstoppable magic powers from ancient times who was eventually imprisoned within two pieces of mystic jewelry. In the five part story Legend of the Chaos God, Solego's mind tries to influence others to unite the two pieces and restore his body. Over the course of several years, the cast of TaleSpin, Chip and Dale's Rescue Rangers, Goof Troop, and DuckTales are all influenced by Solego's cursed jewelry as the sorcerer tries to manipulate them to reunite the two pieces and free himself. Solego eventually possesses Gizmoduck's suit and uses it to fly to St. Canard, where he finally succeeds in freeing himself. During a battle with Darkwing, one of his magic blasts bounces off a satellite dish, striking the jewelry and splitting it, reimprisoning him. The pieces are sealed within a safe, which is then buried at the bottom of Scrooge McDuck's Money Bin. Resembles the evil sorcerrer Kulan Gath, an enemy of Conan and Red Sonja.

  • Mrs. Cavanaugh (Marcia Wallace) - The director of the St. Canard Orphanage, who appears in Darkly Dawns the Duck. She is named after Christine Cavanaugh, Gosalyn's voice actress.
  • Warden Waddlesworth (Laurie Faso, Jim Cummings) - The warden of St. Canard's un-named maximum security prison. He first appeared in Darkly Dawns the Duck as Taurus Bulba's jailer, and he also appeared in the episodes Twin Beaks and Jail Bird. Like Duckworth, he is a dog with a duck-based name.
  • Dr. Gary and Dr. Larson (Frank Welker and S. Scott Bullock) - Two scientists who worked alongside Bushroot and Dr. Rhoda Dendron at St. Canard University. They were merciless bullies who endlessly tormented Bushroot even after his mutation. Finally they pushed him too far, and were killed by his vines. It is possible that they are a reference to cartoonist Gary Larson; they resemble scientists from The Far Side.
  • Tom Lockjaw (S. Scott Bullock) - Painfully handsome star (based on Tom Brokaw) reporter for "Soft Copy" (a parody of Hard Copy) who appears throughout the series. Occasionally, Tom's role is filled by another reporter named Dan Gander.
  • The Princess (Kath Soucie) - The beautiful female duck ruler of the petroleum-rich Middle Eastern country of Oilrabia. Her name is never revealed. She became smitten with Launchpad, who she thought was the hero between himself and Darkwing, who she thought was the sidekick.
  • Dr. Beatrice Brute - A S.H.U.S.H.-funded anthropologist in the mold of Jane Goodall in the episode Apes of Wrath. Her surname is pronounced "Brute-ay." While studying gorillas in the jungle, she stumbled across Major Trenchrot's plan to build a vacation resort for villains.
    • Bongo and Congo - Beatrice's two most intelligent gorilla companions, who rescue her from Trenchrot's villa and later bring Darkwing, Gosalyn, and Launchpad to meet her.
  • Shyster and Loophole - Two tax attorneys who represented master criminal Numero Uno in his legal battle with the city. They were abducted by Stegmutt and turned into dinosaurs with Dr. Fossil's Retro-Evolution Gun. They appeared in the episode Jurassic Jumble.
  • Captain Big Nasty - A large alien android with an Austrian accent, based on Arnold Schwarzenegger, sent to Earth to apprehend the fugitive criminal Wacko. Because of his name, and the fact he is pursuing the seemingly helpless and cute Wacko, Darkwing and friends initially mistake him for a villain, when he is in fact a police officer.
  • A.F. Arret (Hal Rayle) - The ferret owner of a movie studio in the episode Hush, Hush, Sweet Charlatan. Very abrasive and short-tempered, he dislikes it when people mistakenly call him "Mr. Ferret." Tuskerninni was attempt to drive his studio into bankruptcy in order to get at the oil wells beneath it.
  • "Webby" (Lorenzo Music) - A cute and innocent spider. Originally of normal size, he was mutated into growing to human size by exposure to the radioactive material called canardium. He bit Darkwing, giving him spider-themed powers. For a time, the innocent Webby was duped into helping Professor Moliarty. Not to be confused with Webbigail from Ducktales.
  • Derek Blunt (Peter Renaday) - The greatest agent in the history of S.H.U.S.H., a hawk, and the only person to ever bring down master criminal Phineas Sharp. When Sharp returns however, Blunt is brought out of retirement by J. Gander Hooter and partnered with Darkwing - which he hates, despising Darkwing's gadgets and gimmicks.
  • Ham String - A pig jock, Ham String was a bully who picked on Elmo Sputterspark in high school. It is his fault that Sputterspark ultimately becomes Megavolt.
