Olivier Roy (born 1949) is the research director at the French National Center for Scientific Research (CNRS) and a lecturer for both the School for Advanced Studies in the Social Sciences (EHESS) and the Institut d'Etudes Politiques de Paris (IEP). Since 1984, he has acted as a consultant to the French Foreign Ministry. In 1988, Roy served as a United Nations Office for Coordinating Relief in Afghanistan (UNOCA) consultant. Beginning in August of 1993, Roy served as special OSCE representative to Tajikistan until February of 1994, at which time he was selected as head of the OSCE mission to Tajikistan, a position he held until October of 1994. 1949 (MCMXLIX) is a common year starting on Saturday. ... Roy received an "Agregation" in Philosophy and a Master's in Persian language and civilization in 1972 from the French Institut National des Language et Civilizations Orientales. In 1996, he received his PhD in Political Science from the IEP.
Roy is the author of numerous books on subjects including Iran, Islam, Asian politics. These works include Globalized Islam: The search for a new ummah, Today's Turkey: A European State? and The Illusions of September 11.
His most well-known book, L'Echec de l'Islam politique ("The Failure of Political Islam") (1996), is standard text for students of political Islam. Islam as a political movement has a diverse character that has at different times incorporated elements of many other political movements, while simultaneously adapting the religious views of Islamic fundamentalism. ...

'Roy compared contemporary Islamic radicals with leftist radical groups of the 1970s, such as the Red Brigade in Italy and the Baader-Meinhof gang in Germany.
Roy cited the Hizb-ut-Tahrir, which calls for the non-violent reestablishment of an Islamic caliphate across the Middle East and Central Asia, as an example of the current trend.
OLIVIERROY: For the Dutch, it is obviously some sort of an earthquake, because not only it is one of the few political murders in the Netherlands, but also it means the end of some sort of Dutch dream, you know, of the positive perception of multiculturalism.
ROY: The problem is for me that this new generation of, you know, young radicals is— they have a problem: either they can root themselves in a Muslim community, find some sort of social and political demographic basis, you know, and manipulate the Muslim population to achieve that goal.
ROY: Well, I have the idea— the main critique about Ramadan is about the double-speech, you know, that he says one thing when he’s on the TV and one— other things when he’s teaching to the young Muslims in the suburbs.
