Understatement is a staple of humor in English-speaking cultures, especially in British humour. British humour is a somewhat general term applied to certain comedic motifs that are often prevalent in comedic acts originating in Great Britain and its current or former colonies. ... Our best estimate is that the understatement ranges from 3 to 7 percent of the published export value, but could be as high as 10 percent.
The major causes of this understatement are changing trade patterns, which have increased the number of companies exporting, including many small companies; the boom in the small package/air courier trade, which has increased the proportion of shipments below the reporting threshold, failure of some companies to file, reporting errors and intentional fraud.
These sources indicate that export understatement may be somewhat higher than the partner studies and port audits indicated, particularly in certain situations, most notably the international undervaluation of exports to countries with high import duties.

The running of the period of limitations provided in section 6502 on the collection by levy or by a proceeding in court in respect of any penalty described in paragraph (1) shall be suspended for the period during which the Secretary is prohibited from collecting by levy or a proceeding in court.
For purposes of this section, the term “understatement of liability” means any understatement of the net amount payable with respect to any tax imposed by subtitle A or any overstatement of the net amount creditable or refundable with respect to any such tax.
Except as otherwise provided in subsection (d), the determination of whether or not there is an understatement of liability shall be made without regard to any administrative or judicial action involving the taxpayer.
