I am suspecting an error in the statistics in such that the values are multiplied by a factor of 1,000. To see this, compare for example per capita int'l bandwidth of Cameroon for the years 1999 and 2000. In 1999, the country has 17.866 Mbps per 1 billion people, one year later in 2000 only 0.018 Mbps per 1 billion people. The same problem applies to other countries. Please check.
