DEFINITION: The Collective Political Violence (CPV) scale reflects general, ordinal levels of state, non-state, and communal group violence within a particular country during the 1990s. The scale also reflects whether the episode(s) of collective political violence resulted in an excessive targeting of civilians. The term “excessive targeting of civilians� focuses on the deliberate and systematic use of violence against non-combatant populations in situations of political conflict by either state or non-state actor groups that can be considered in excess of the general suffering of civilian populations that is associated with warfare.
