27th March 2005 		"Business efficiency" here might refer to the ratio of the costs actually paid for an operation, divided by the revenue(or profit?) gained from that business operation.
Unfortunately, having a high rank means that the country has inefficient environment for profit-making operations.

5th June 2006 		Here in Japan everyone grows up believing that Japan is the most efficient country in the world. Many of my friends were shocked when I showed them how wrong this belief is.

17th July 2006 		Somehow, I find it hard to believe that Chile is significantly more efficient in its' business than Italy, France, Spain or Greece.
