DEFINITION: Three classifications of states for further comparative analysis: states experiencing collective political violence with excessive targeting of civilians (CPVCIV), states experiencing political violence without excessive targeting of civilians (CPVNOCIV), and states without collective political violence. The first two classifications provided ordinal magnitude scales, ranging from 1 to 4; the third classification was used as a common baseline control set (scaled value “0�).
