The Canadian government also urged caution, for those Canadians in Pakistan, citing security concerns in a volatile environment. Those whose lives were effected by the September 11 attacks, expressed a feeling of closure, or muted victory. Norwegian Foreign Minister Jonas Gahr St\u00f8re called the death of bin Laden "a break-through in the fight against terror", but insisted that the threat from al-Qaeda remained.
