During the Soviet era, it did not host nuclear tests, though at least one underground nuclear explosion was conducted in 1972 in Mary Oblast to seal a gushing gas well. An abandoned uranium mine reportedly exists in northwest Turkmenistan, near Kizil-Kaya. Turkmenistan's military doctrine includes pledges not to possess, produce, or proliferate nuclear arms. Turkmenistan is a signatory to the Nuclear Non-Proliferation Treaty (NPT) and the Comprehensive Test Ban Treaty (CTBT). Ashkhabad signed an Additional Protocol with the International Atomic Energy Agency in May 2005.

Turkmenistan has one of the least developed export control systems in the former Soviet Union. Due to its shared borders with Afghanistan and Iran, the country could potentially become a transit point for illegal exports.
