Does this data show victims of rape regardless of when the rape occurred (i.e. not necessarily recently, as the title may suggest)?

These numbers seem pretty high, especially when compared to rapes per capita by country:
http://www.nationmaster.com/graph/cri_rap_percap-crime-rapes-per-capita

Why does the US rate high in rapes per capita and lower in rape victims? Does it mean the same rape victims are being raped multiple times more than in other countries?

Is the discrepancy a result of different sources?
