You can call the nearest Ethiopian embassy, such as one in a neighboring country and find out how they can help you. If you live close to United States you may find my experience helpful.

I was in a somewhat similar situation and I sent my application, photos and passport to a friend in Washington D.C. He then went to the embassy and renewed my passport. This embassy also processes renewal applications by mail, so you can mail your application directly. To learn more you can visit http://www.ethiopianembassy.org/

I was in a somewhat similar situation. I sent my application, photo and passport to a friend in Washington, D.C. and he went in person and renewed my passport. You can also mail it directly to the Ethiopian embassy. If you call the embassy and tell them your situation and they'll tell you what to do.
