I was looking at a number of statistics on education, and then ran into this one on Armed Forces Growth (sort of by accident). I understand your definition, but am confused by what the negative numbers would mean. For example, what does Cape Verde's -86 mean? I see that someone asked a similar question in 2006; any answers?
