I think listings for the countries with 0% of their prisons filled are erroneous. The USA and Kazakhstan (I didn't look up any others) have among the highest per capita incarceration rates (as listed on this site), so if the 0% figure is correct, these countries have enough prison capacity to incarcerate the entire populace.
