Hi Siddharth, it's only since 1991, when the so-called economic 'liberalization' process began, that decision-makers in India have announced policies and budgets for overall 'infrastructure' development. Earlier, and in many respects even today, as the links here will show, it has been for the constituent parts of infrastructure -- roads and railways, ports and airports, telecommunications (including IT and postal services), power (electricity and oil and gas), civic services (water, sanitation and so on). The budget proposals for 2005-06 are yet to be accepted by the Indian Parliament.
