Urban-rural classification of population in internationally published statistics follows the national census definition, which differs from one country or area to another. National definitions are usually based on criteria that may include any of the following: size of population in a locality, population density, distance between built-up areas, predominant type of economic activity, legal or administrative boundaries and urban characteristics such as specific services and facilities.

Just like most statistics on this site, a precise definition of what constitutes an "urban area" is not given. For that matter, not even a rough definition of the term "urban area" is given, so the statistic is pretty much useless.

I believe Nauru is a very rural, agriculture and fishing-based and undeveloped Pacific Ocean country (an island, in fact). So it's probably listed as being the most "urbanized" simply because there is only one town on the island of Nauru, where everybody lives. To say it's the most urbanized country is therefore spurious. In fact, to even consider it to be a "country" at all in the normally accepted sense of the word (when it's no more than a small island in the middle of the Pacific Ocean, no offence to Nauruans intended) is also spurious.
