To accelrate intellectual level in India,nedds quality population which can come from middle,higher middle and affluent kind of the population.This population can afford high level education for more than two children per family.
Driving force may be educated female to take lead to think in the direction to have at least two children to whom she can offer cultural,educational,moral heritage to serve the man kind.
