Recognition of Abkhazia and South Ossetia Foreign Minister Ursula Plassnik said in a statement that "this step goes against all the principles of Georgian sovereignty, independence and territorial integrity, which Russia has repeatedly accepted in the UN Security Council . The Georgian conflict must be solved through dialogue and international mediation, not through unilateral measures". Foreign Minister Franco Frattini said "The move does not apply in an international legal framework. An ethnic-based balkanisation of the Caucasus is a serious danger for all".
