Recognition of Abkhazia and South Ossetia At a UN Security Council meeting regarding the Georgia situation, Jorge Urbina , the Permanent Representative to the UN for Costa Rica, referred to the Russian actions as the dismemberment of a UN member state by force. "We cannot, and the international community should not, reward this approach, which is counter in all aspects to international law.... Such a settlement could not be based on 'might is right' and must include respect for the territorial integrity of Georgia, the rights of the peoples of Abkhazia and South Ossetia, and the integrity of international law and the principles of peaceful coexistence as enshrined in the United Nations Charter." The government of Mexico expressed concern for stability, peace and international security following the Russian recognition and urged all parties to achieve a peaceful solution and lasting peace in the Caucasus region through dialogue. It also called on those involved to respect the principles of the Charter of the United Nations and international law.
