Recognition of Abkhazia and South Ossetia	Ecuador 's President Rafael Correa promised to consider recognition if Abkhazia and South Ossetia requested it. Leaders from Abkhazia and South Ossetia responded saying they would send official requests for recognition. Abkhazia submitted such a request in December 2009.	The French Foreign Ministry spokesman said, "We consider this is a regrettable decision and I recall our attachment to the territorial integrity of Georgia". French Foreign Minister Bernard Kouchner said that "in a certain way, yes, ethnic cleansing is taking place" in villages previously controlled by the Georgian side. "We cannot accept these violations of international law, of accords for security and cooperation in Europe, of United Nations resolutions, and the taking ... of a territory by the army of a neighbouring country."
