International recognition of the Syrian National Council notes "The Syrian National Council is the legitimate interlocutor with which we will continue to work," French foreign minister Alain Juppe stated on November 21, 2011. On 22 January 2012, A SNC delegation met with Saudi Foreign Minister Prince Saud Al-Faisal , who pledged "Saudi Arabia's support and commitment to stand by the Syrian people and to help alleviate their suffering in this crisis." In a 27 January 2012 interview with the Kuwaiti Al-Rai newspaper, SNC Executive Council member Ahmad Ramadan reported that Prince Saud al-Faisal met a SNC delegation in Cairo the week previously. Saud informed them that Saudi Arabia will recognise the SNC as the "official representative of the Syrian people", at a yet unspecified date. The UK newspaper, The Times reported that Qatar and Saudi Arabia are to begin funding the Syrian National Council and other armed groups fighting the Assad regime.

Recognition of Abkhazia and South Ossetia The French Foreign Ministry spokesman said, "We consider this is a regrettable decision and I recall our attachment to the territorial integrity of Georgia". French Foreign Minister Bernard Kouchner said that "in a certain way, yes, ethnic cleansing is taking place" in villages previously controlled by the Georgian side. "We cannot accept these violations of international law, of accords for security and cooperation in Europe, of United Nations resolutions, and the taking ... of a territory by the army of a neighbouring country." During a meeting with Prime Minister Vladimir Putin , the Secretary of the Saudi National Security Council , Bandar bin Sultan , told that King Abdullah and the whole leadership of the country had full understanding for the actions of the Russian side in South Ossetia.
