Recognition of Abkhazia and South Ossetia Yasuaki Tanizaki , director general of the Japanese Foreign Ministry's European bureau, said "Our country is gravely concerned about the move. Our country hopes that Russia ... will take responsible actions for the region's stability". Foreign Minister M\u0101ris Rieksti\u0146\u0161 condemned Russia's recognition of Abkhazia and South Ossetia. Stating that such "a decision is contrary to the principles of Georgia's independence, sovereignty and territorial integrity, which are recognised by the United Nation's Charter, the Final Act of the Helsinki Conference on Security and Cooperation in Europe and the UN Security Council resolutions". In December 2009, President of Latvia Valdis Zatlers , said that Latvia will never recognise the independence of Abkhazia and South Ossetia.
