Recognition of Abkhazia and South Ossetia	A joint Ministry of State and Ministry of Foreign Affairs statement states "We noted with regret the decision taken by the Russian authorities to recognise the independence of Abkhazia and South Ossetia, a decision contrary to the basic principles of the UN Charter and the OSCE. It is contrary with the obligations which Russia took on several occasions at the time of Security Council resolution votes, in particular Resolution 1808 ".	Dumisani Kumalo , the Permanent Representative of South Africa to the United Nations , said that his country "had repeatedly stressed the need for countries to resolve differences through negotiations. A resort to the use of force diminished the chance for a lasting solution to a situation and it increased the suffering of all the people involved".
