Recognition of Abkhazia and South Ossetia A joint Ministry of State and Ministry of Foreign Affairs statement states "We noted with regret the decision taken by the Russian authorities to recognise the independence of Abkhazia and South Ossetia, a decision contrary to the basic principles of the UN Charter and the OSCE. It is contrary with the obligations which Russia took on several occasions at the time of Security Council resolution votes, in particular Resolution 1808 ". President George W. Bush condemned the actions taken by Russia and called on them to "reconsider this irresponsible decision." Bush then stated that in "accordance with United Nations Security Council Resolutions that remain in force, Abkhazia and South Ossetia are within the internationally recognised borders of Georgia, and they must remain so." Secretary of State Condoleezza Rice also said the decision made by Russia was "regrettable" and further stated that since "the United States is a permanent member of the Security Council this simply will be dead on arrival in the Security Council." United States President George W. Bush acknowledged the ceasefire accord brokered by the French President and President of the European Council , Nicolas Sarkozy .
