Recognition of Abkhazia and South Ossetia	Minister of Foreign Affairs Jonas Gahr St\u00f8re said that "Norway emphasises the use of peaceful means in the efforts to settle conflicts in Europe, based on the UN's assumption of respect for territorial integrity. A recognition of the breakaway Georgian regions are in breach of these assumptions. And it is not a constructive contribution to a long range and peaceful solution to the conflict".	Dumisani Kumalo , the Permanent Representative of South Africa to the United Nations , said that his country "had repeatedly stressed the need for countries to resolve differences through negotiations. A resort to the use of force diminished the chance for a lasting solution to a situation and it increased the suffering of all the people involved".
