The Georgian conflict must be solved through dialogue and international mediation, not through unilateral measures". Stating that such "a decision is contrary to the principles of Georgia's independence, sovereignty and territorial integrity, which are recognised by the United Nation's Charter, the Final Act of the Helsinki Conference on Security and Cooperation in Europe and the UN Security Council resolutions". In December 2009, President of Latvia Valdis Zatlers , said that Latvia will never recognise the independence of Abkhazia and South Ossetia.
