Stating that such "a decision is contrary to the principles of Georgia's independence, sovereignty and territorial integrity, which are recognised by the United Nation's Charter, the Final Act of the Helsinki Conference on Security and Cooperation in Europe and the UN Security Council resolutions". In December 2009, President of Latvia Valdis Zatlers , said that Latvia will never recognise the independence of Abkhazia and South Ossetia. Lithuania's Prime Minister Gediminas Kirkilas said that Russia's decision to recognise Abkhazia and South Ossetia was a violation of the sovereignty and territorial integrity of Georgia.
