1/ Differences in drug laws many are misdemeanors in Canada
2/ Minimum sentencing means longer prison stays for lessor crimes.
3/ Privatization of the prison system these have to produce a profit so the large companies are promoting longer prison terms and more minimum sentencing for minor crimes etc

Countries with a high concentration of blacks who are (relatively speaking) well off compared to their brethren tend to have high per capita prisoners. Its as simple as that.

In reference to Dan's comment at top; I'm not sure "colliding cultures" is a scapegoat we can use. Unless it's blacks colliding with whites; and if you call blacks "immigrants", then we whites are as well. I have no answer to this, nor can I waste time arguing about symptoms of pathology that runs very deep in society and in humanity, of all cultures. But the American culture does seem obsessed with violence, and with the police & justice systems. All ages, all forms of media. And who can be blamed or fingered in this incestuous cycle? Consciousness & knowledge is the only answer to unconsciousness & ignorance, and it must begin on an individual level before it can influence societies or nations.
