Politics Canada gradually emerged as a federation of former British colonies, and the provinces retain extensive powers. It follows the British pattern of parliamentary democracy, and the UK monarch is head of state, represented by a largely ceremonial governor-general. French-speaking Quebec has wide-ranging cultural and linguistic autonomy. The Institutional Revolutionary Party was ousted in 2000 after 70 years of ruling Mexico effectively as a one-party state. It returned to power in 2012, promising it will not return to its old authoritarian ways

International relations Canada often cooperates closely with the US, but does go its own way sometimes. Strong historical ties to the UK remain, while Quebec looks towards France. Canada often plays a major role in UN peacekeeping missions. Traditionally close to the US, Mexico has demonstrated greater independence since the 1960s, but relations with its larger northern neighbour still loom large, especially as a result of the high volume of trade and extensive Mexican migration to the US

National anthem > Note adopted 1980; originally written in 1880, "O Canada" served as an unofficial anthem many years before its official adoption; the anthem has French and English versions whose lyrics differ; as a Commonwealth realm, in addition to the national anthem, "God Save the Queen" serves as the royal anthem (see United Kingdom) adopted 1943, in use since 1854; the anthem is also known as "Mexicanos, al grito de Guerra" (Mexicans, to the War Cry); according to tradition, Francisco Gonzalez BOCANEGRA, an accomplished poet, was uninterested in submitting lyrics to a national anthem contest; his fiancee locked him in a room and refused to release him until the lyrics were completed

Foreign relations > Recognition of Abkhazia and South Ossetia Minister of Foreign Affairs , David Emerson , issued the statement on the situation in Georgia saying that "Canada is gravely concerned about Russia\u2019s recognition of the independence of South Ossetia and Abkhazia. This recognition violates Georgia\u2019s territorial integrity and sovereignty and is contrary to UN Security Council resolutions supported by Russia, as well as to the six-point peace plan brokered by President Nicolas Sarkozy on behalf of the EU". The government of Mexico expressed concern for stability, peace and international security following the Russian recognition and urged all parties to achieve a peaceful solution and lasting peace in the Caucasus region through dialogue. It also called on those involved to respect the principles of the Charter of the United Nations and international law.
