The number of newspapers within a country is dependant on a lot of factors. One of those factors is the <a href=http://www.nationmaster.com/red/graph/peo_pop&int=-1>population of a country</a>. India is the second most populous country in the world with over a billion people, so it is unsurprising the country has so many newspapers. Turkey is the 14th most populous country with over 69 million inhabitants. The United States -- with over 295 million people -- has 1,476 newspapers, second only behind India. China, the most populous country in the world with over 1.2 billion people, has only 909 newspapers (<a href=http://www.uis.unesco.org/TEMPLATE/html/HTMLTables/culture/Press.htm>source</a>). As Akshay mentioned, the level of freedom of speech within a country would also effect the number of newspapers. Countries with a democratic government tend to have more newspapers per capita. A diverse media is essential for a democracy to function effectively. The more diverse the media is the more likely it is that a particular story will be told, and the more points of view there are reported on each story. The countries citizens are therefore more able to make informed judgements on the effectiveness of their government and vote accordingly. This effect can be neutralized if a large number of the newspapers and other media outlets in a country are concentrated in a few companies.
