Economy > Economy > Overview Since the late 1970s China has moved from a closed, centrally planned system to a more market-oriented one that plays a major global role - in 2010 China became the world's largest exporter. Reforms began with the phasing out of collectivized agriculture, and expanded to include the gradual liberalization of prices, fiscal decentralization, increased autonomy for state enterprises, creation of a diversified banking system, development of stock markets, rapid growth of the private sector, and opening to foreign trade and investment. China has implemented reforms in a gradualist fashion. In recent years, China has renewed its support for state-owned enterprises in sectors it considers important to "economic security," explicitly looking to foster globally competitive national champions. After keeping its currency tightly linked to the US dollar for years, in July 2005 China revalued its currency by 2.1% against the US dollar and moved to an exchange rate system that references a basket of currencies. From mid 2005 to late 2008 cumulative appreciation of the renminbi against the US dollar was more than 20%, but the exchange rate remained virtually pegged to the dollar from the onset of the global financial crisis until June 2010, when Beijing allowed resumption of a gradual appreciation. The restructuring of the economy and resulting efficiency gains have contributed to a more than tenfold increase in GDP since 1978. Measured on a purchasing power parity (PPP) basis that adjusts for price differences, China in 2012 stood as the second-largest economy in the world after the US, having surpassed Japan in 2001. The dollar values of China's agricultural and industrial output each exceed those of the US; China is second to the US in the value of services it produces. Still, per capita income is below the world average. The Chinese government faces numerous economic challenges, including: (a) reducing its high domestic savings rate and correspondingly low domestic demand; (b) sustaining adequate job growth for tens of millions of migrants and new entrants to the work force; (c) reducing corruption and other economic crimes; and (d) containing environmental damage and social strife related to the economy's rapid transformation. Economic development has progressed further in coastal provinces than in the interior, and by 2011 more than 250 million migrant workers and their dependents had relocated to urban areas to find work. One consequence of population control policy is that China is now one of the most rapidly aging countries in the world. Deterioration in the environment - notably air pollution, soil erosion, and the steady fall of the water table, especially in the North - is another long-term problem. China continues to lose arable land because of erosion and economic development. The Chinese government is seeking to add energy production capacity from sources other than coal and oil, focusing on nuclear and alternative energy development. In 2010-11, China faced high inflation resulting largely from its credit-fueled stimulus program. Some tightening measures appear to have controlled inflation, but GDP growth consequently slowed to under 8% for 2012. An economic slowdown in Europe contributed to China's, and is expected to further drag Chinese growth in 2013. Debt overhang from the stimulus program, particularly among local governments, and a property price bubble challenge policy makers currently. The government's 12th Five-Year Plan, adopted in March 2011, emphasizes continued economic reforms and the need to increase domestic consumption in order to make the economy less dependent on exports in the future. However, China has made only marginal progress toward these rebalancing goals. After Russia, the Ukrainian republic was the most important economic component of the former Soviet Union, producing about four times the output of the next-ranking republic. Its fertile black soil generated more than one-fourth of Soviet agricultural output, and its farms provided substantial quantities of meat, milk, grain, and vegetables to other republics. Likewise, its diversified heavy industry supplied the unique equipment (for example, large diameter pipes) and raw materials to industrial and mining sites (vertical drilling apparatus) in other regions of the former USSR. Shortly after independence in August 1991, the Ukrainian Government liberalized most prices and erected a legal framework for privatization, but widespread resistance to reform within the government and the legislature soon stalled reform efforts and led to some backtracking. Output by 1999 had fallen to less than 40% of the 1991 level. Ukraine's dependence on Russia for energy supplies and the lack of significant structural reform have made the Ukrainian economy vulnerable to external shocks. Ukraine depends on imports to meet about three-fourths of its annual oil and natural gas requirements and 100% of its nuclear fuel needs. After a two-week dispute that saw gas supplies cutoff to Europe, Ukraine agreed to 10-year gas supply and transit contracts with Russia in January 2009 that brought gas prices to "world" levels. The strict terms of the contracts have further hobbled Ukraine's cash-strapped state gas company, Naftohaz. Outside institutions - particularly the IMF - have encouraged Ukraine to quicken the pace and scope of reforms to foster economic growth. Ukrainian Government officials eliminated most tax and customs privileges in a March 2005 budget law, bringing more economic activity out of Ukraine's large shadow economy, but more improvements are needed, including fighting corruption, developing capital markets, and improving the legislative framework. Ukraine's economy was buoyant despite political turmoil between the prime minister and president until mid-2008. Real GDP growth exceeded 7% in 2006-07, fueled by high global prices for steel - Ukraine's top export - and by strong domestic consumption, spurred by rising pensions and wages. A drop in steel prices and Ukraine's exposure to the global financial crisis due to aggressive foreign borrowing lowered growth in 2008. Ukraine reached an agreement with the IMF for a $16.4 billion Stand-By Arrangement in November 2008 to deal with the economic crisis, but the program quickly stalled due to the Ukrainian Government's lack of progress in implementing reforms. The economy contracted nearly 15% in 2009, among the worst economic performances in the world. In April 2010, Ukraine negotiated a price discount on Russian gas imports in exchange for extending Russia's lease on its naval base in Crimea. In August 2010, Ukraine, under the YANUKOVYCH Administration, reached a new agreement with the IMF for a $15.1 billion Stand-By Agreement. Economic growth resumed in 2010 and 2011, buoyed by exports. After initial disbursements, the IMF program stalled in early 2011 due to the Ukrainian Government's lack of progress in implementing key gas sector reforms, namely gas tariff increases. Economic growth slowed in the second half of 2012 with Ukraine finishing the year in technical recession following two consecutive quarters of negative growth.

Military > WMD > Nuclear China's nuclear weapons program began in 1955 and culminated in a successful nuclear test in 1964. Since then, China has conducted 45 nuclear tests, including tests of thermonuclear weapons and a neutron bomb. The series of nuclear tests in 1995-96 prior to China's signature of the Comprehensive Test Ban Treaty (CTBT) may have resulted in a smaller and lighter warhead design for the new generation of intercontinental ballistic missiles (ICBMs) now under development. China is estimated to have about 400 strategic and tactical nuclear weapons, and stocks of fissile material sufficient to produce a much larger arsenal. China joined the International Atomic Energy Agency (IAEA) in 1984 and acceded to the Nuclear Non-Proliferation Treaty (NPT) in 1992 as a nuclear weapon state. China provided nuclear reactors and technology to several countries in the 1980s and early 1990s, including design information and fissile material that reportedly helped Pakistan develop nuclear weapons. Since the early 1990s, China has improved its export controls, including the promulgation of regulations on nuclear and nuclear dual-use exports and has pledged to halt exports of nuclear technology to un-safeguarded facilities. In 2002 China ratified the IAEA Additional Protocol, the first and only nuclear weapons state to do so. Upon the breakup of the Soviet Union, Ukraine inherited a considerable nuclear potential, in the form of 176 SS-19 and SS-24 intercontinental ballistic missiles (ICBMs; 1,240 warheads) and 44 strategic bombers. In addition, there were an unspecified number of tactical nuclear warheads on its territory. However, in spite of some domestic opposition, Ukraine gradually rid itself of its nuclear weapon inheritance by transferring both tactical and strategic warheads to Russia (the last warheads were transferred by June 1996 in return for Russian compensation in the form of fuel for Ukraine’s nuclear power reactors) and eliminating missiles, missile silos, and strategic bombers on its territory. Ukraine also acceded to the Strategic Arms Reduction Treaty (START I) and joined the Non-Proliferation Treaty (NPT) as non-nuclear weapon state. By January 2002, all strategic bombers on Ukraine’s territory had been either dismantled, transferred to Russia, or converted to non-military use; all ICBMs had been extracted from the silos and either eliminated or disassembled pending elimination; and all ICBM silos had been eliminated.

Military > WMD > Missile China has produced and deployed a wide range of ballistic missiles, ranging from short-range missiles to intercontinental ballistic missiles (ICBMs). China's missiles are operated by the Second Artillery Corps, and include about 650 DF-11 (M-11) and DF-15 (M-9) missiles opposite Taiwan; several dozens of DF-3, DF-4, and DF-21 medium-range missiles that can reach Japan, India, and Russia; and 18-24 DF-5 ICBMs that can reach the United States and Europe. A transition is currently underway from relatively inaccurate, liquid-fueled, silo/cave-based missiles (DF-3, DF-4, DF-5) to more accurate, solid-fueled, mobile missiles (DF-11, DF-15, and DF-21, and a new ICBM [the DF-31] and SLBM [the JL-2], which are currently under development). China is replacing its older DF-5 missiles with new DF-5A variants, which may eventually be equipped with multiple warheads. A key question is how US deployment of ballistic missile defense (former known as theater and national missile defense) will affect the pace and scope of Chinese strategic modernization. Chinese missile exports have been a problem for more than a decade. China transferred 36 DF-3 medium-range missiles to Saudi Arabia in 1988, and supplied Pakistan with 34 M-11 short-range missiles in 1992. China has provided technology and expertise to the missile programs of several countries, including Pakistan, Iran, and North Korea. China has not joined the Missile Technology Control Regime (MTCR), but has pledged to abide by its main parameters. In November 2000, China promised not to assist any country in the development of nuclear-capable ballistic missiles. In August 2002, China issued regulations and a control list restricting the export of missiles and missile technology. Since 2004, China has been engaged in consultation with the MTCR; however, its application for membership was not successful in the regime's latest plenary meeting in Seoul, South Korea, in October 2004. Concerns about Chinese missile technology transfers continue. Ukraine inherited significant ICBM design and production capabilities from the Soviet Union. These included the Pivdenne (formerly Yuzhnoye) Design Bureau, responsible for the design of the SS-18 and the SS-24 ICBMs, and the Pivdenmash (formerly Yuzhmash) Machine-Building Plant, which produced a wide range of Soviet ICBMs, including the SS-18 and SS-24. Other former Soviet missile-industrial complex facilities in Ukraine include the Pavlohrad Chemical and Mechanical Plants, which were also involved in ICBM manufacture, and the Khartron Production Association, which produced guidance systems. These enterprises have since become involved in a variety of space projects, including converting SS-18 ICBMs to space launch vehicles (SLVs) in cooperation with Russian firms, participating in the international Sea Launch program, and cooperating with Russian enterprises on new SLV designs. In July of 2003, the Ukrainian National Space Agency sold 30 RS-18 ICBMs to Russia and simultaneously promised to destroy 55 Soviet-era missile silos. In March 2004, Ukraine joined the Hague Code of Conduct Against Ballistic Missile Proliferation (HCOC) which has been in effect since November 2002 and signed by over 100 countries.
